An Act to amend the County Charter to authorize the County Council to provide by law for a system of binding arbitration to resolve labor disputes with the Baltimore County police officers and professional firefighters and paramedics, and to provide that the law prohibits strikes or work stoppages by police officers and firefighters and paramedics.
