Administrative Complaint Procedure
Each state receiving federal funds under the Help America Vote Act is required to establish and maintain administrative complaint procedures to resolve alleged violations of Title III of HAVA . The State Board has expanded the use of the administrative complaint procedure to individuals who feel aggrieved by an action regarding voter registration. The State Board previously adopted regulations establishing complaint procedures, and these procedures are in effect. See COMAR Chapter 33.01.05.

The administrative complaint process is not the appropriate process to challenge the residency of a candidate. Section 5-305 of the Election Law Article of the Annotated Code of Maryland sets forth the process for challenging the residency of a candidate. If you wish to challenge the residency of a candidate, please refer to this section of the Election Law Article for information on how to make this challenge.
