Maryland State Plan

In addition to meeting the requirements, states must file a State Plan in order to receive certain election reform funding from the federal government. The public comment period for Maryland's initial State Plan ended April 5, 2003, and the suggestions received were included in the Plan. The initial State Plan was published in the Federal Register on March 24, 2004, for a public inspection period of 45 days. In May 2004, Governor Ehrlich certified the plan to ensure eligibility for federal funding. You may download a PDF version of the initial Maryland State Plan.

In November 2005, the State Plan was revised to reflect the federal funds received and the known costs of implementing the Help America Vote Act. Notice of the revised State Plan was published in the Maryland Register on December 9, 2005, and the public comment period on the revised sections of the State Plan ended on January 9, 2006. The revised State Plan became effective March 30, 2006. You may download a PDF version of the 2006 revised State Plan.

In 2009, the State Plan was revised to reflect the change in how the State of Maryland will meet the voting system requirements and update the budget to reflect the full funding of the Help America Vote Act. Notice of the revised State Plan was published in the June 19, 2009, and July 6, 2009, editions of the Maryland Register, and the public comment period on the revised sections of the State Plan ended July 31, 2009. The revised State Plan became effective October 8, 2009. You may download a PDF 2009 version of the revised State Plan.

In 2014, the State Plan was revised to reflect accomplishments, the receipt of the 2010 and 2011 requirements payments, and changes to the State's implementation schedule for a new, HAVA-compliant voting system. Under the U.S. Election Assistance Commission's guidance, these changes to the State Plan are not "material" and therefore do not need to be published as prior versions have been.
